PCIe’s version number doesn’t dictate its maximum speed at all. Instead, two important factors will determine the top speed that a PCIe device can reach: lane width and transfer rate.

A PCIe 3.0 x1 card is able to perform as fast as a PCIe 3.0 x4 card because it has only half the number of lanes, but it still runs at 16GT/s (32GB/s).
